Request for Information (RFI)
& Industry Forum (2014)
On August 5, 2014, the Illinois Department of Transportation (IDOT) issued a Request for Information (RFI) with the objective of obtaining information from experienced industry participants to assist IDOT with structuring a commercially viable business plan for SSA, which is likely to be a type of Public-Private Partnership (P3). IDOT’s goal is to structure the delivery of SSA in a way that is both beneficial to the State of Illinois and attractive to private sector participants. The information provided to IDOT in response to this RFI is being used in connection with IDOT’s evaluation of potential delivery options and ongoing development of a business plan.
The RFI was originally published on August 5, 2014 and responses were due by September 16, 2014 at 1:30PM Central Time. There was one Addendum issued which extended the deadline for requesting a one-on-one meeting to coincide with the deadline for the overall RFI response.
In conjunction with the RFI, IDOT hosted an Industry Forum for SSA on September 23–24, 2014. The event, Partnering for Progress: Innovative Delivery of the South Suburban Airport, drew approximately 150 attendees and served as an opportunity for the public and potential business partners to learn about the South Suburban Airport project and for IDOT to gather feedback from stakeholders – including commercial airport developers, investors, operators, and intermodal and freight distributors.
IDOT also held a series of one-on-one meetings with potential developers and investors from around the globe to discuss the project. This valuable input from knowledgeable Public-Private Partnership (P3) market participants will help IDOT develop a feasible and successful approach to delivering SSA in a way that will have the best chance for success and benefit the citizens of Illinois.
