IDOT is evaluating the feasibility of utilizing Innovative Project Delivery Techniques, in the form of a Public- Private Partnership (P3), as the preferred method of developing, financing, and operating SSA in the most cost-effective and time-efficient manner possible, while still retaining the unparalleled build quality and accountability to the taxpayers inherent in a traditionally financed and managed IDOT project. As authorized in PA98-0109, Economic Development Act of 2013, which established the Public-Private Partnerships for the South Suburban Airport Act, IDOT, as the Airport Sponsor, is determining the suitability of entering into a P3 agreement with industry partners.

What is a Public-Private Partnership (P3)?
A Public-Private Partnership (P3) is the preferred delivery method for the South Suburban Airport (SSA). A P3 is a contractual agreement between a public sponsor (IDOT) and a private partner (Developer). Through this agreement, the skills and assets of each sector (public and private) are shared in delivering a service or facility for the use of the general public. A P3 may be presented in several forms, and with various responsibilities identified for each entity regarding the Design, Build, Operation, Financing, and/or Maintenance of the facility.

What is a Pre-Development Agreement (PDA)?
A Pre-Development Agreement (PDA) approach to P3 delivery offers several benefits, and is the strategy IDOT is seeking to pursue for SSA. A PDA is a contractual arrangement entered into by a public sponsor and a private partner (Developer) during the environmental, financial, and business development stages of a project. PDAs are brief and concise, broadly defining pre-development responsibilities for both the public sponsor and the Developer.  This allows for a less timely and less costly procurement process compared to a typical P3 structure.

What is a Request for Information (RFI)?
An RFI is an opportunity for public sponsors to seek industry input in an effort to better determine project strategy and/or produce a more comprehensive procurement offering. This RFI seeks to reinforce and refine the interest IDOT received in developing SSA via P3 in September 2014. Through that broader RFI/Industry Forum, IDOT received several responses from the P3 industry, indicating a general desire to partner with IDOT in the development/operation of SSA. This RFI is more specific, targeted towards utilizing a PDA approach to the P3 delivery of SSA.

What is IDOT’s goal with this RFI?
An RFI targeted to potential PDA partners is a valuable tool for IDOT. The information gathered from industry responses to this RFI will help IDOT quantify the level of P3 industry interest in developing SSA through implementation of a PDA approach. Industry feedback is critical to IDOT in determining the most appropriate method of delivering SSA and will provide insight regarding IDOT’s ultimate strategy for SSA.
